The red stripes laid upon the yellow and the orange show how the yellow card makes the red seem more vibrant than the red on the orange card which blends better.
The white stripes on the black background are more vibrant than the red stripes
The red square on the the blue looks very bold...
But when a black background is added and a white square placed on top the red looks much duller and less important.
Different colours can give different degrees of urgency. For instance the fourth arrow (blue arrow on green background) doesn't seem that important as the one next to it which is white with a red background.
